The Downtown Columbia Leadership Council, created by City Council in March, has been given the surprisingly complex charge of determining what constitutes downtown Columbia. The group, which is still trying to find its feet after just two meetings, has to set geographic boundaries for downtown development efforts and develop strategies and concepts for that development.
